Background of Key Entities
CHEXXX is a well-known brand of industrial machinery in Russia, mainly producing bulldozers, pipe-layers, wheel loaders, and related spare parts. Its equipment is widely used in major engineering projects such as pipeline construction, port development, and resource development, sold in more than 30 countries across various climate zones. For a long time, CHEXXX has positioned its products with reliability and durability, and many models are equipped with high-performance imported or joint-venture engines to ensure stable operation under extreme conditions.
Founded in 1995, Chongqing Cummins Engine Company Limited (CCEC) is a Sino US joint venture between Cummins Inc. and Chongqing Electromechanical Co., Ltd., holding 50% of shares respectivelyCCEC. As Cummins’ only high horsepower engine R&D and manufacturing base in China, CCEC produces K19/QSK19, K38/QSK38, K50/QSK50, M11, NT855/QSN series engines with power ranging from 145 kW to 1,343 kW. These engines are widely used in construction machinery, mining equipment, marine power, generator sets, and other fields, supported by Cummins’ global service network and strict quality control system. CCEC engines are synonymous with stability, durability, and full traceability in the global market.
Chongqing San Chai Engine Company is an independent engine manufacturer established in 2009, mainly producing medium and low end diesel engines and spare parts, targeting the cost sensitive market. The company has no affiliation, authorization, or cooperative relationship with Chongqing Cummins, nor is it qualified to produce or label genuine CCEC engines.

Full Disclosure of the Counterfeit Engine Case
Russian company ACM Resxxxxx LLC, a long term operator in the Russian machinery market, purchased a CHEXXX T 40 bulldozer with a contractual commitment to equip a CCEC manufactured QSK19-C series engine. However, after receiving the equipment, the customer found serious inconsistencies between the actual product and the contract.
The engine nameplate clearly shows Manufactured by Chongqing San Chai Engine Company, not Chongqing Cummins. The engine serial number is 56192105, model QSK19, with manufacturing date August 18, 2023, and production order number 41868.
When ACM Resxxxxx questioned CHEXXX, the latter provided two sets of so called “CCEC official documents” to prove the engine was genuine:
• An “Engine Test Report” claiming to be issued by CCEC
• A “Certificate of Origin” claiming to confirm CCEC manufacturing

These documents are crude fakes with obvious errors:
• The test report misspells ENGINE TEST DATA LOG as ENGINE TEST DATA L0G, replacing the letter O with the number 0, a low level mistake impossible for formal CCEC documents.
• The report lacks valid signatures, official seals, or legal certification from CCEC.
• The Certificate of Origin was issued by Chongqing xxxxonder Trading Co., Ltd., which has no connection with CCEC and no right to issue CCEC origin certificates.
• All documents are self fabricated by non authorized parties and have no legal validity or connection with Chongqing Cummins.
Conclusion: Typical Counterfeit Fraud
- Direct economic losses for the end user, including equipment downtime, maintenance costs, and project delays.
- Irreversible damage to CHEXXX’s brand reputation, which took years to build.
- ACM Resxxxxx LLC has filed a lawsuit against CHEXXX in a local court, leading to legal risks and commercial disputes.
- Counterfeit engines disrupt the global supply chain, damage the image of legitimate Chinese manufacturing, and threaten the trust of international buyers.
SinoMac solemnly reminds global equipment manufacturers, traders, and buyers:
When purchasing engines from China, never select suppliers based solely on price.
Low price traps often hide:
- Counterfeit cores and unqualified assembly
- Forged test reports and fake certificates
- No official warranty or after sales service
- Untraceable production history and legal risks
- Stable performance and long service life
- Complete formal documents and full traceability
- Official warranty and global after sales support
- Protection of your brand value and business reputation
